In the realm of warfare, the combatant that can adapt more quickly than its foe, wins. This is true for physical warfare as well as information-based warfare. Information systems must be able to adapt to changes in the environment (e.g., terrorist threats) more quickly than the foe is able to regroup and adjust tactics.
